William Benjamin Fortner grew up in Prescott, Yavapai County, Arizona, United States. He graduated from Prescott High School in 1965. Mr. Fortner then attended Arizona State University and graduated with a degree in history in 1969. He then attended Loyola University Law School in Los Angeles, CA where he graduated with a doctor of law degree in 1975.
Mr. Fortner was admitted by the State of Arizona Supreme Court to practice law in Arizona in 1977. That same year he was admitted to practice in the Federal Court for the District of Arizona. In 1980 he was admitted to practice before the Federal Ninth Circuit Court of Appeals and then in 1981 to the Supreme Court of the United States of America.
